Philadelphia Sheriff Bilal Pushes Back on the Agreed to Supervision

In a stunning turn of events on Wednesday, September 30, 2026, Rochelle Bilal is shrugging off the mutually agreed to six (6) months of supervision in what is being described as a “stunning disclosure of misplaced-sheriff-sale proceeds”, as reported by The Philadelphia Inquirer. Apparently, the Sheriff’s Office told the court that it “recently uncovered 20 million dollars in undisbursed money – including tax revenue and utility payments that should have gone to city coffers” during an audit.

The Sheriff’s Office is touting that “many of the operational issues that caused the backlog have been fixed” according to testimony from Undersheriff Wakefield.

While this news is digested by stakeholders, it’s unclear if these revelations will necessarily warrant a reversal by the Court because the Order from the August, 2026 hearing has yet to be published.

Padgett’s Pennsylvania Supervising Attorneys, Elana M. Kachhi, Esq., Chelsea A. Nixon, Esq. and Michael J Clark, Esq. will continue to monitor this fluid and unprecedented situation as we noted in our Philadelphia’s Sheriff’s Office Webinar on September 22, 2026 which can be viewed on our website.
