HB 858: New Requirements for Non-Owner Occupied Properties in PA

HB858 was signed by Governor Shapiro on Monday, July 20, 2026 and will require lenders, within 30 days of sale, to provide the County Assessor with the following information: (1) the business’ name, address, (3) the telephone number and email address of the owner and or employee of the business. This bill which seeks to combat community blight will require the owner and or employee to have the authority to “repair, maintain or otherwise a problem or municipal code violations.”

Our clients should begin compiling and providing this information contemporaneous with their bidding instructions so that we have this information readily available. Additionally, please include Occupancy Status in the bidding instructions as well. If the contact changes, updates will need to be communicated within 30 days of the change. Failure to comply could mean a fine of $500.00.
